The Better Business Bureau of Greater Cleveland recently celebrated their 100th anniversary. To celebrate this anniversary, they set up a special website with links to past advertisements and articles. One of the articles on this site, from from an issue of the Cleveland Plain Dealer in December 1944, declares a "War on Fly-by-Night Used Car Dealers Is On" and discusses curbstone dealers. It's troubling how lax state regulations can be in regards to curbstoning and licensing car dealers. For example, in some states almost anyone can manipulate the system and get a dealer's license with little industry knowledge or capital and without a background check.One simple first step in ending curbstoning would be for states to pass a law that states everyone has to have a tag receipt in their name in order to sell a car.
